CPM works with a client and the project supply chain to deliver realistic and practical cost advice based on years of experience and extensive expertise acquired over many local and international projects.

We recognise that project and development “cost” risk needs practical solutions, that not only are cost-efficient but will establish a commercial strategy that enables the client and/or project team to make informed decisions based on solid practical advice, all required to get the best project outcome for the client's budget.

We operate from offices in Christchurch and Napier but have worked in New Zealand, Australia, and the pacific Islands.

Some of Our Projects

Kinloch is a holiday settlement on the shores of Lake Taupō.  The wastewater system for the Kinloch community is a conventional gravity sewerage system with the treatment provided by a two-tank sequencing batch reactor (SBR) wastewater treatment plant (WWTP).  The existing Kinloch SBR WWTP was built in the 1980s and has reached its design capacity during peak summer holiday periods.  The combination of small footprint, maximising re-use of existing assets, ability to achieve high levels of nutrient removal and produce a final effluent free of suspended solids (for sustainable SSDI disposal) led to the TCD’s decision to expand the capacity of the existing Kinloch WWTP by converting the existing SBR plant to a membrane bioreactor (MBR).

Scope of Services

Estimating:

  • TDC were underway with their tender process for the Kinloch WWTP. On the basis that they were likely to receive only one complying tender TDC requested the team to provide an independent Engineer’s Estimate based upon the design information to act as a benchmark against the complying submission to ensure the sum presented was of a fair value.

It is worth noting at this stage that the current schedule issued for pricing had no quantities detailed, therefore in order to determine most appropriate level of pricing and in turn give TDC a good level of comfort as to the cost of the design as detailed, the team were able to carry out a detailed measure of the intended scope and price accordingly.

A large scale and complex programme consisting of multiple civil, mechanical, electrical, process and structural work packages forming the Waiāri Water Supply Scheme (“WWSS”).

This portion of the scheme included the delivery of a permanent access track, a water abstraction facility on the Waiāri Stream, installation of dual rising mains and a water treatment plant facility.

Scope of Services

Cost Management:

  • Regular interaction with other consultants involved in the programme
  • Interface with TCC Financial Management System (SAP) to undertake monthly financial report updating
  • Overall project financial status and current forecast of final cost for AP and LTP planning
  • Tracking of expenditures against cash flow forecasts and contingency sums
  • Peer review of Engineer to Contracts payment claim assessments
  • Advice on cost implications of the extension of time claimed and/or variations/claims
  • Risk quantification
  • Assist with the preparation of Housing Infrastructure Fund (HIF) drawdowns and reporting

Estimating:

Preparation of an independent remeasure of the water abstraction facility as part of the Measure & Value claim review process.

A large scale and complex programme consisting of multiple civil, mechanical, electrical, process and structural work packages forming the Waiāri Water Supply Scheme (“WWSS”).

This portion of the scheme included the delivery of a 22 km long underground water pipeline from the plant to Poplar Lane and Eastern Reservoirs.  The pipeline was split into three distinct contracts with a combination open trench and direction drilling installation methodologies traversing state highways, Kiwirail infrastructure and privately owned land.

A large scale and complex programme consisting of multiple civil, mechanical, electrical, process and structural work packages.

A 30-year wastewater infrastructure plan was developed for the city of Tauranga’s wastewater treatment infrastructure to provide the for the required future capacity.  Until recently (2018) the Te Maunga WWTP provided treatment for domestic, commercial and

industrial communities from the Mount Maunganui and Papamoa catchments.  The purpose of the Te Maunga WWTP and Outfall System Upgrade Programme was to ensure that the capacity of infrastructure was increased to cater for growth.

Scope of Services

Cost Management:

  • Interface with SAP to produce monthly reports
  • Valuation of costs of risks
  • Monte Carlo risk simulations on the programme risk schedule
  • Identification and management of procurement/construction risks
  • Maintain cost certainty as the project evolves
  • Ensure costs are managed within the available budget envelope
  • Interaction with other Consultants involved in the programme
  • Commercial support during Physical Works contracts
  • Document Preparation for Project Advisory Board Meetings
  • Support with HIF Funding
  • Support with LTP planning and reporting
  • Support with AP reporting

Estimating:

  • Prepare an independent project estimate and peer review of BECA design and estimates for the above projects.
  • The above was to be completed and compared to the current BECA estimate and identify key areas of difference.
  • Provide a list of proposed procurement options to mitigate cost
  • Risk on the project.

All cost estimates were expressed as P50 and P95

The role on this project was not from the outset of the project, but we were asked to support the project when the project was in trouble. Citycare made a loss on the project to date, and quality and construction method had been called into question by the client.

The Project:-

A Christchurch City Council project for both gravity and pressure mains reticulation and pump station works, whereby City Care Limited was elected to work with the TEXCO Group on the Lower Riccarton Interceptor project who in turn provided the sheet piling, deep excavation and de-watering to enable the pipe to be successfully laid and in ground structures successfully built.   The pressure main section of this project, being specified in welded PE pipe, was then largely directionally drilled by City Care Limited. This technique offered the benefits of less disruption to the street surface and was less sensitive to groundwater and promoted faster installation. The gravity main section of the pipeline was laid in the open trench (sheet piled) to ensure it is laid to the required fall.

Scope of Services

Claims Consultancy:

  • Prepare independent advice on the method of claiming and settling the project with CCC – unfortunately Citycare chose not to adhere to the Contract, and introduced Lawyers, which prolonged the settlement of the claim at a high cost to Citycare and Council.
  • The practical solution would have been to adjudicate certain points of difference, in order that both parties had a clear way forward on the project.

Monthly reporting and claims:

  • Provide Citycare with support in claiming and reporting on the project, which proved to be a substantial loss to the business.

This project is an investigation and optioneering process using GIS data sources to model the best location for the re-location of Bay Park Speedway Oval.

The selected solution through the GIS process looked at stadium size and construction method options.

  • Prepare independent pricing of design for the above project.
  • Price in the risk.
  • Provide the estimate in a format that can be easily amended to multiple options.
